INVITATION

As said in the beginning, CITES CoP decisions are typically not based on pure science. As a result, even the best reports and enough parties at the conference may not support proposals. OFI cannot give a guarantee, furthermore, that down listing or de-listing will result in a re-opening of the market for Dragon fish in the USA. De-listing, might, however, immediately result in a drop of cost price of each fish as administrative procedures would be reduced if no export and (for the EU) import permit would be needed.
 
On the other hand, a structured management plant might also bring some additional costs in perhaps the form of a levy on each dragon fish exported. Providing assurances that wild populations are not affected by Dragon fish exports will also cost money.
