Decisions on listing and down listing are made at Conferences of the Parties of CITES. Such CoPs take place every 2-3 years. The next CoP will take place next March in Qatar. We will definitely not be ready in time for this CoP in Qatar, as research is needed, governments have to decide whether to support the proposals, which usually takes some time, and furthermore, support from other countries is needed to find majorities at the CoP where the idea is presented.
