In this Update:
 
EU HEALTH CERTIFICATES: OPEN OR CLOSED FACILITIES
It now seems that there is some misunderstanding on this topic. The new EU health legislation distinguishes between open and closed facilities. For open facilities exporters need to use the model Annex IV-A en for closed facilities they need IV-B.
 
Whether a facility is closed or open is decided by the importing countries' competent authority. In the United Kingdom the competent authority has decided that for cold water fish the facilities are per definition open. In other countries it depends on the farm, according to the definition in the legislation.
 
It is of the utmost impotence that exporters ask their customer in the EU about the status of their facilities, open or closed. The transitional time is now over. The certificates have to be of the proper model and can be rejected if the model is not correct!
